Step 2 — where will you apply?

Where are you planning to apply for your Russian visa?

Pick the country and city whose Russian mission is responsible for your lawful residence. Temporary physical presence alone does not establish consular jurisdiction; confirm acceptance with the mission before you submit if you hold a passport issued by Japan.

How citizens of Japan enter Russia

Holders of an ordinary passport issued by Japan can enter Russia with the unified eVisa — apply online at evisa.kdmid.ru, where the applicable fee is shown. It permits 1 entry and a stay within 30 days. The published eVisa rule does not require an invitation. Work, study, additional entries or longer stays require the appropriate regular visa.

Unified e-Visa (online)

Official portal fee · stay within 30 days

Japan is one of the 65 nationalities eligible for Russia's unified e-Visa. You apply entirely online at the official MFA portal and follow its current application checklist. The published eVisa rule requires medical insurance, subject to any official exemption returned for the traveler. The published eVisa rule does not require an invitation. The eVisa currently permits 1 entry and a stay within 30 days.

Category-specific documents

Citizens of Japan apply for a standard Russian visa at a consulate or an authorised visa center. The supporting document depends on the visa category. For a tourist visa, tourist acceptance confirmation from an eligible issuer; a narrow accommodation-booking alternative applies only where the official rule allows it. Other categories use their own prescribed invitation or evidence.

Russian visa requirements for Japanese citizens

Recommended route: Unified e-Visa for a qualifying short trip. Unified e-Visa for a qualifying short trip. Ordinary Japanese-passport holders are on the current MFA eVisa nationality list. The unified eVisa is single entry, valid for 120 days from issue, and permits up to 30 days in Russia from entry for tourism, private/guest or business visits and specified events; it must be used at an approved eVisa border crossing point. It requires no invitation, hotel booking, or other purpose-of-trip document. Japan is included in the current central MFA eVisa eligibility list. The official visa-free list supplies no general ordinary-Japanese-passport tourist exemption; its Japan entry is limited to Aeroflot/JAL aircraft crews and special-purpose South Kuril visits with a Russian Embassy-confirmed visitor list.

Where to apply

  • eVisa: submit personally online through the MFA eVisa account or MFA mobile app; the Embassy in Japan says it does not issue eVisas and directs eVisa questions to the MFA account.
  • Regular tourist visa: the Embassy in Japan directs tourist documents to the Russian Visa Center in Tokyo (reported solely from the Embassy direction, not from the centre).
  • Osaka caveat: the Consulate General's page says it has temporarily suspended ordinary foreign-national visa acceptance/issuance and directs applicants to Tokyo.
  • Non-Japanese residents applying in Japan face a separate continuous-Japan-stay-permission requirement; this does not apply to the ordinary Japanese-passport audience.

Documents

  • eVisa: machine-readable Japanese national passport, valid at least six months from eVisa application submission and with room for border stamps; JPEG passport-data-page image; compliant JPEG facial photo; payment card. Each child needs a separate application.
  • Regular tourist visa: confirmation of acceptance of the tourist from a Russian tour operator in the Unified Federal Register of Tour Operators; original passport with at least two blank visa pages and at least six months' validity beyond visa expiry; online visa.kdmid.ru application printed and personally signed; one compliant 3.5 × 4.5 cm colour photograph.
  • For regular Japanese tourist visas, a hotel/accommodation booking alone is not the documented alternative: Japan is absent from Government Order No. 372-r's hotel-booking nationality list.

Invitation

The unified e-Visa does not require an invitation or hotel-booking confirmation. Regular tourist visa support differs: For a regular tourist visa, obtain the category-specific 'confirmation of acceptance of the tourist' from a Russian tour operator listed in the Unified Federal Register of Tour Operators; if multiple tour companies provide services, submit confirmation from each. This is required for the regular route and is distinct from the eVisa, which requires no invitation, voucher, or hotel booking document.

Processing and fees

  • eVisa: apply no earlier than 86 days and no later than four calendar days before intended entry; processing is no more than four calendar days from submission, or from corrected resubmission.
  • Regular tourist visa: Embassy publishes 3, 4–5, and 6–10 working-day fee/time brackets. It may request extra documents, interview the applicant, or extend processing; weekends/Russian public holidays extend the stated three-working-day period.
  • eVisa: central portal confirms a non-refundable charge but gives no numeric amount. A current Russian Embassy page publishes an all-in total of an amount that varies with the exchange rate and must be checked before payment (including consular fee, bank commission, payment-system transaction costs and document pre-check fee), subject to exchange fluctuation; for children under six it publishes about US$2 transaction costs only.
  • Regular tourist visa for Japanese nationals: ¥10,000 for no longer than three working days; ¥4,000 for four to five working days; free for six to ten working days. The published tourist table gives no amount in its 'at least 11 working days' column, so no figure is inferred.

Medical insurance

eVisa: the central MFA rule requires medical insurance valid in the Russian Federation for the entire stay, except nationalities exempt by reciprocity. No opened permitted page confirms a Japan exemption or publishes a Japan-specific coverage minimum, so neither should be guessed. Regular tourist visa: the current Tokyo checklist does not require insurance for Japanese nationals; the Embassy's additional insurance requirement page applies to non-Japanese citizens and its listed nationalities do not include Japan.

What is specific to Japanese applicants

  • Japan is included in the current central MFA eVisa eligibility list.
  • The official visa-free list supplies no general ordinary-Japanese-passport tourist exemption; its Japan entry is limited to Aeroflot/JAL aircraft crews and special-purpose South Kuril visits with a Russian Embassy-confirmed visitor list.
  • Russia's 2022 MFA statement says it suspended the 1991 Southern Kuril visa-free exchange and the 1999 facilitated former-resident visit arrangement for Japanese citizens; these must not be marketed as current ordinary tourism routes.
  • The Embassy directs regular tourist filing to Tokyo, while Osaka's official page says ordinary foreign-national visa handling is temporarily suspended and directs applicants to Tokyo.
  • Japan is absent from the Order No. 372-r list that permits certain nationalities to use a classified-hotel/accommodation booking for a regular tourist visa.

Check before payment

  • Some mission pages retain superseded e-visa terms. Use the current central MFA rule: validity of 120 days and a stay of up to 30 days, subject to the published conditions.
  • Older mission pages quote a superseded e-visa amount. Check the actual charge on the official MFA portal before payment.
  • No permitted page opened confirms Japan's eVisa medical-insurance reciprocity exemption or a Japanese coverage minimum; neither should be invented.

Russian consulates in Japan

There are 4 Russian diplomatic missions in Japan that handle visas. Open any city for the full address, phone, email, opening hours, jurisdiction and the visa application center that serves it.

All Russian consulates in Japan

Applying directly at the consulate

As of today, document intake is generally handled directly by the Russian consulate that serves you. Here is how that works in practice.

How does direct document submission at the Russian consulate work?

Direct submission means you lodge your visa application with the Russian consulate itself rather than through an intermediary. Prepare the documents listed by that mission for your category, including the applicable category-specific supporting document, book an appointment where required, submit the file and fee, then collect the passport after a decision. The consulate that serves your district in Japan is the responsible office.

Do I have to apply in person, or can someone submit on my behalf?

Submission channels and personal-appearance requirements are set by each Russian mission and may differ by visa category. Do not assume that representative or postal filing is available; confirm the current rule for Japan on the responsible mission's official website before preparing or sending documents.

Do I need an appointment to submit documents directly?

Some consulates work strictly by appointment booked through their online system, others accept walk-ins during fixed reception hours. Because appointment slots can fill up well in advance, plan early and confirm the booking procedure on the consulate's official page.
