Step 2 — where will you apply?

Where are you planning to apply for your Russian visa?

Pick the country and city whose Russian mission is responsible for your lawful residence. Temporary physical presence alone does not establish consular jurisdiction; confirm acceptance with the mission before you submit if you hold a passport issued by United States.

How citizens of United States enter Russia

Holders of an ordinary passport issued by United States need a regular visa to enter Russia. Apply through the responsible Russian mission with a passport, application, photograph, applicable fee and the supporting document required for the selected visa category.

Regular visa (consulate / visa center)

Category-specific documents

Citizens of United States apply for a standard Russian visa at a consulate or an authorised visa center. The supporting document depends on the visa category. For a tourist visa, tourist acceptance confirmation from an eligible issuer; a narrow accommodation-booking alternative applies only where the official rule allows it. Other categories use their own prescribed invitation or evidence.

Russian visa requirements for American citizens

Recommended route: Regular tourist visa before travel. Regular tourist visa before travel. Not available to ordinary U.S.-passport holders: the United States is absent from the official list of foreign States whose nationals may apply for a unified e-visa. The official e-visa’s general tourist scope is therefore context only, not a U.S. route. The United States is not e-visa eligible, so the U.S. page must lead with the regular tourist-visa route rather than an e-visa path. U.S. citizens are generally issued up-to-three-year (36-month) multiple-entry tourist visas, and Russian missions recommend the three-year application even if the voucher reflects a shorter trip.

Where to apply

  • Embassy Consular Division, 2641 Tunlaw Road NW, Washington, DC 20007 — appointment after e-mail preliminary review of the complete document set; personal submission.
  • Consulate General, 9 East 91st Street, New York, NY 10128 — prior online appointment; applicant in person or legally authorised representative; no mail applications.
  • Consulate General, 1333 West Loop South, Suite 1300, Houston, TX 77027 — prior visa-system appointment; applicant in person or legal representative; no mail applications.
  • No state-by-state jurisdiction allocation was published on the opened official pages. The online application must name the same office where it is filed.

Documents

  • Tourist voucher/confirmation from an authorised Russian travel agency or hotel, correctly matching the passport.
  • Printed and signed application completed at https://visa.kdmid.ru and addressed to the filing mission.
  • Signed passport with at least two blank visa pages, valid at least six months after requested visa expiry.
  • One recent colour passport photograph (35×45 mm or 2×2 in; clear, front-facing, white/light background).
  • Applicable mission payment; Houston also expressly lists a copy of the passport ID page.
  • For New York minors: birth certificate plus copies of both parents’ passports; the filing parent must attend.

Invitation

Required: a tourist voucher/confirmation issued by an authorised Russian travel agency or qualifying hotel. It must match the applicant’s passport and include the official host/voucher details; erroneous vouchers are not accepted.

Processing and fees

  • New York recommends filing no earlier than six months and no later than two weeks before travel; no expedited service for multiple-entry visas.
  • Houston recommends applying at least eight business days before travel and says a U.S.-citizen multiple-entry visa takes seven calendar days on average; no expedited multiple-entry service.
  • Washington’s three-year visa guidance recommends submission at least 12 days before intended entry.
  • Mission pages warn processing times and requirements may change and cases may take longer as necessary.
  • New York’s official tourist-visa page publishes US$185, payable in cash only.
  • No exact Washington or Houston tourist-visa fee is stated here because no opened official page published one; official missions say fees may change without notice.

Medical insurance

New York expressly lists insurance requirements for China (tourist visas), Iran, Ireland, Israel and specified Schengen nationals, not U.S. citizens. This is not an affirmative U.S. waiver; confirm with the actual filing mission rather than promising insurance is unnecessary.

What is specific to American applicants

  • The United States is not e-visa eligible, so the U.S. page must lead with the regular tourist-visa route rather than an e-visa path.
  • U.S. citizens are generally issued up-to-three-year (36-month) multiple-entry tourist visas, and Russian missions recommend the three-year application even if the voucher reflects a shorter trip.
  • A qualifying U.S. multiple-entry visa permits up to six months/180 days per visit with unlimited visits; single/double tourist visas are up to 30 days.
  • For the three-year route, U.S. applicants should select multiple entry and state a full three-year period starting on the voucher entry date.
  • Tourism and visiting friends/family are distinct: Houston says friends/family visits require a private visa, not ‘COMMON TOURISM’.

Check before payment

  • Ordinary passport holders from United States are not currently e-visa eligible. Older regional e-visa notices do not create eligibility.
  • The opened official sources do not give an explicit affirmative insurance waiver for U.S. citizens; they only omit the U.S. from the listed nationalities required to show insurance.
  • US$185 cash is specifically published by the New York tourist-visa page, not established as a nationwide Washington/Houston fee.

Russian consulates in United States

There are 3 Russian diplomatic missions in United States that handle visas. Open any city for the full address, phone, email, opening hours, jurisdiction and the visa application center that serves it.

All Russian consulates in United States

Applying directly at the consulate

As of today, document intake is generally handled directly by the Russian consulate that serves you. Here is how that works in practice.

How does direct document submission at the Russian consulate work?

Direct submission means you lodge your visa application with the Russian consulate itself rather than through an intermediary. Prepare the documents listed by that mission for your category, including the applicable category-specific supporting document, book an appointment where required, submit the file and fee, then collect the passport after a decision. The consulate that serves your district in United States is the responsible office.

Do I have to apply in person, or can someone submit on my behalf?

Submission channels and personal-appearance requirements are set by each Russian mission and may differ by visa category. Do not assume that representative or postal filing is available; confirm the current rule for United States on the responsible mission's official website before preparing or sending documents.

Do I need an appointment to submit documents directly?

Some consulates work strictly by appointment booked through their online system, others accept walk-ins during fixed reception hours. Because appointment slots can fill up well in advance, plan early and confirm the booking procedure on the consulate's official page.
