Step 2 — where will you apply?

Where are you planning to apply for your Russian visa?

Pick the country and city whose Russian mission is responsible for your lawful residence. Temporary physical presence alone does not establish consular jurisdiction; confirm acceptance with the mission before you submit if you hold a passport issued by Sri Lanka.

How citizens of Sri Lanka enter Russia

Holders of an ordinary passport issued by Sri Lanka need a regular visa to enter Russia. Apply through the responsible Russian mission with a passport, application, photograph, applicable fee and the supporting document required for the selected visa category.

Regular visa (consulate / visa center)

Category-specific documents

Citizens of Sri Lanka apply for a standard Russian visa at a consulate or an authorised visa center. The supporting document depends on the visa category. For a tourist visa, tourist acceptance confirmation from an eligible issuer; a narrow accommodation-booking alternative applies only where the official rule allows it. Other categories use their own prescribed invitation or evidence.

Country-specific official guidance

Russian visa requirements for Sri Lankan citizens

Recommended route: Regular tourist visa before travel. Regular tourist visa before travel. Not available to ordinary Sri Lankan passport holders: Sri Lanka is absent from the official MFA list of nationalities eligible for an e-visa. Context only: for eligible nationalities, the single e-visa covers tourism and certain other purposes, is valid up to 120 days, allows up to 30 days’ stay, and is usable only through authorised checkpoints. Sri Lankan ordinary-passport holders are not e-visa eligible because Sri Lanka is not on the official 64-state MFA eligibility list; the paper tourist visa is the primary route. The Embassy requires applicants to file personally/interview in Colombo and explicitly does not accept applications from tourist agents or authorised persons.

Where to apply

  • Regular tourist visa: file personally at the Consular Section of the Embassy of the Russian Federation in Sri Lanka and to the Republic of Maldives, 404 Bauddhaloka Mawatha, Colombo 7, Sri Lanka.
  • Complete and print the form at https://visa.kdmid.ru/ and book via the official Colombo appointment system, http://colombo.kdmid.ru/.
  • Visa submissions: Tuesday and Thursday, 09:30–12:00, by appointment (the Embassy’s visa page has a broader 09:00–13:00 statement; use the specific submission window and confirm the slot).

Documents

  • Valid international passport and copy, with at least two blank visa pages; it must expire no earlier than six months after visa expiry.
  • Completed printed application in English or Russian at visa.kdmid.ru, signed personally.
  • One colour or black-and-white 3.5 × 4.5 cm full-face photo on a light background, without tinted glasses or headwear, pasted into the application.
  • Medical insurance for the first trip to Russia; dates confirmed by air tickets.
  • Tourist confirmation from a qualifying Russian tour organiser or qualifying hotel/accommodation booking confirmation.
  • Personal appearance for visa interview; tourist agents and authorised persons are not accepted.

Invitation

For a tourist visa, provide either (1) confirmation of reception of a foreign tourist showing the Russian trip organiser’s registration number (the organiser must be in the Unified Federal Register of Tour Operators with confirmed international inbound-tourism activity), or (2) confirmation of a hotel room/other qualifying accommodation booking. A hotel/accommodation confirmation can support only a single-entry visa limited to booking dates.

Processing and fees

  • Embassy visa page: normal visas can be issued within 5 working days; express visas within 1–3 working days.
  • The same Embassy page’s fee table describes ordinary visas as issued within 5–7 working days and express visas within 1–3 working days.
  • Processing time, requirements and fees are subject to change without notice.
  • For Sri Lankan and Maldivian citizens: single-entry ordinary USD 80; express USD 160.
  • Double-entry ordinary USD 128; express USD 256.
  • Multiple-entry ordinary USD 240; express USD 480.
  • Fees are in US dollars, non-refundable, and paid noncash by bank transfer.

Medical insurance

Regular tourist visa: medical insurance is required for the period of the first Russia trip, with dates confirmed by air tickets. The reviewed official source does not publish a required insurer, coverage amount, or policy wording. E-visa insurance guidance is not a route for ordinary Sri Lankan passport holders.

What is specific to Sri Lankan applicants

  • Sri Lankan ordinary-passport holders are not e-visa eligible because Sri Lanka is not on the official 64-state MFA eligibility list; the paper tourist visa is the primary route.
  • The Embassy requires applicants to file personally/interview in Colombo and explicitly does not accept applications from tourist agents or authorised persons.
  • Visa intake is limited to Tuesday and Thursday, 09:30–12:00 at the Colombo Consular Section.
  • A hotel/accommodation confirmation can support only a single-entry tourist visa limited to the booking dates; a qualifying Russian tour organiser’s confirmation is the alternate tourist-document route.
  • The Colombo mission publishes Sri Lanka-specific USD fees and requires noncash bank-transfer payment.

Check before payment

  • Ordinary-processing conflict: the Embassy page says normal visas can be issued within 5 working days, while its table says 5–7 working days. Do not promise an exact ordinary turnaround; confirm current timing.
  • No e-visa fee is reported because Sri Lankan nationals are ineligible; no fee should be inferred.
  • No regular-tourist-visa application-centre alternative was identified in the reviewed official sources; the Embassy directs personal filing at its Consular Section.

Russian consulates in Sri Lanka

There is one Russian diplomatic mission in Sri Lanka that handles visas. Open its page for the full address, phone, email, opening hours, jurisdiction and the visa application center that serves it.

All Russian consulates in Sri Lanka

Applying directly at the consulate

As of today, document intake is generally handled directly by the Russian consulate that serves you. Here is how that works in practice.

How does direct document submission at the Russian consulate work?

Direct submission means you lodge your visa application with the Russian consulate itself rather than through an intermediary. Prepare the documents listed by that mission for your category, including the applicable category-specific supporting document, book an appointment where required, submit the file and fee, then collect the passport after a decision. The consulate that serves your district in Sri Lanka is the responsible office.

Do I have to apply in person, or can someone submit on my behalf?

Submission channels and personal-appearance requirements are set by each Russian mission and may differ by visa category. Do not assume that representative or postal filing is available; confirm the current rule for Sri Lanka on the responsible mission's official website before preparing or sending documents.

Do I need an appointment to submit documents directly?

Some consulates work strictly by appointment booked through their online system, others accept walk-ins during fixed reception hours. Because appointment slots can fill up well in advance, plan early and confirm the booking procedure on the consulate's official page.
