Step 2 — where will you apply?

Where are you planning to apply for your Russian visa?

Pick the country and city whose Russian mission is responsible for your lawful residence. Temporary physical presence alone does not establish consular jurisdiction; confirm acceptance with the mission before you submit if you hold a passport issued by Singapore.

How citizens of Singapore enter Russia

Holders of an ordinary passport issued by Singapore can enter Russia with the unified eVisa — apply online at evisa.kdmid.ru, where the applicable fee is shown. It permits 1 entry and a stay within 30 days. The published eVisa rule does not require an invitation. Work, study, additional entries or longer stays require the appropriate regular visa.

Unified e-Visa (online)

Official portal fee · stay within 30 days

Singapore is one of the 65 nationalities eligible for Russia's unified e-Visa. You apply entirely online at the official MFA portal and follow its current application checklist. The published eVisa rule requires medical insurance, subject to any official exemption returned for the traveler. The published eVisa rule does not require an invitation. The eVisa currently permits 1 entry and a stay within 30 days.

Category-specific documents

Citizens of Singapore apply for a standard Russian visa at a consulate or an authorised visa center. The supporting document depends on the visa category. For a tourist visa, tourist acceptance confirmation from an eligible issuer; a narrow accommodation-booking alternative applies only where the official rule allows it. Other categories use their own prescribed invitation or evidence.

Russian visa requirements for Singaporean citizens

Recommended route: Unified e-Visa for a qualifying short trip. Unified e-Visa for a qualifying short trip. For an ordinary Singapore passport holder: unified e-visa, single entry; valid 120 days from issue; stay up to 30 days from entry (arrival and departure each count as days). Permitted for private/guest or business visit, tourism, and listed scientific, cultural, socio-political, economic or sporting events/contacts. It is not a transit visa. Entry and exit must both use an MFA-authorised e-visa border checkpoint; movement in Russia is otherwise permitted except special-permit territories. Singapore is explicitly named on the MFA list of e-visa-eligible nationalities. Russia–Singapore visa-free travel published by the Singapore mission is for valid Singapore Diplomatic or Official passport holders only, up to 90 continuous days; it is not the route for ordinary passports.

Where to apply

  • E-visa: submit remotely through the MFA e-visa personal account at evisa.kdmid.ru or the MFA mobile application; no in-person consular filing is required.
  • Regular-tourist fallback: Consular Section, Embassy of the Russian Federation, 53 Nassim Road, Singapore 258464. Published counter hours conflict (10:00–12:00 versus 10:30–12:30), so confirm with consulsg@mid.ru / +65 6320 3263 before attending.
  • Jurisdiction caveat: the Singapore tourist checklist requires non-Singaporeans to show Singapore Employment Pass, other Visit Pass, PR ID, or Disembarkation Card (original and copy). The opened official pages do not state a broader non-resident acceptance rule or appointment procedure.
  • Paper-consular services: the mission says payment is by NETS cards only; this does not replace online e-visa payment.

Documents

  • E-visa application through MFA personal account/app, filed no earlier than 86 days and no later than 4 days before planned entry.
  • Machine-readable ordinary Singapore passport to be used at the border, valid at least 6 months from e-visa application submission and with space for border stamps.
  • JPEG passport-data-page image and compliant current JPEG facial photograph.
  • Payment card for e-visa payment; the official FAQ says Russian-bank-issued cards cannot be used.
  • Approved e-visa notification, printed or saved on a mobile device for carrier and Russian border control.
  • Medical insurance valid in Russia for the full e-visa stay, absent a demonstrated reciprocity exemption.

Invitation

The unified e-Visa does not require an invitation or hotel-booking confirmation. Regular tourist visa support differs: For a regular tourist visa, the category-specific supporting document is a clear scanned Tourist Confirmation Voucher issued by a licensed Russian travel agency or a Russian hotel licensed to invite foreign tourists (licence reference MBT XXXXXX). A hotel booking confirmation alternative is published only for a specific nationality list that does not include Singapore; do not substitute a bare hotel booking for a Singaporean applicant. This contrasts with the e-visa, for which no invitation or confirmation is required.

Processing and fees

  • E-visa: processed in no more than 4 calendar days from submission. The FAQ says the filing day is excluded; when correction is required, the clock runs from corrected re-submission.
  • Regular tourist visa: no tourist-category processing time was published on the opened permitted sources. The Singapore mission says processing starts only after all documents are collected; times may change without notice and consideration can take as long as necessary in some cases.
  • E-visa: Embassy of Russia in Singapore publishes a total of an amount that varies with the exchange rate and must be checked before payment, including consular fee, bank commission, payment-system transaction costs and preliminary document-verification fee, subject to exchange-rate variation.
  • E-visa child under six: mission publishes only payment-system transaction costs of about US$2; central MFA portal says no consular fee is charged for children under six.
  • The central MFA FAQ says the e-visa fee is non-refundable regardless of processing outcome and invoice/payment may be in dirhams or yuan with card conversion.
  • Regular tourist visa: no numeric tourist fee was published on the permitted official pages opened; none is stated.

Medical insurance

E-visa: the central MFA rule is medical insurance valid in the Russian Federation for the entire stay, except for nationals exempt on reciprocity grounds. No permitted source opened identifies Singapore as exempt, so do not claim an exemption; an ordinary Singapore e-visa traveller should carry qualifying cover. The MFA FAQ says omitted insurance information in the form is not itself a refusal/entry-denial ground, which is distinct from possessing the required insurance. Regular tourist visa: the Singapore mission lists insurance only for EU citizens for the full Russian stay and does not publish a Singapore-ordinary-passport certificate requirement.

What is specific to Singaporean applicants

  • Singapore is explicitly named on the MFA list of e-visa-eligible nationalities.
  • Russia–Singapore visa-free travel published by the Singapore mission is for valid Singapore Diplomatic or Official passport holders only, up to 90 continuous days; it is not the route for ordinary passports.
  • Singapore ordinary-passport tourists requiring a regular visa need the licensed tourist confirmation voucher; Singapore is absent from the mission’s hotel-booking-confirmation exception list.
  • At the Singapore mission, non-Singaporean regular-visa applicants must provide specified local Singapore immigration-status evidence, while that listed item is not imposed on Singaporeans.
  • The Singapore mission says its consular services are paid by NETS cards only.

Check before payment

  • Local filing-hours conflict: Visa Information says 10:00–12:00 Monday–Friday; Embassy Contacts says 10:30–12:30. Confirm before attendance.
  • Insurance exemption unknown: MFA recognises reciprocity exemptions but the permitted official sources opened do not name Singapore. Do not claim Singapore exemption.
  • Regular-tourist fee and processing time unknown: no numeric fee or tourist-specific turnaround was published in the permitted sources opened. Do not borrow a private-visa timeframe or third-party/historical tariff.

Russian consulates in Singapore

There is one Russian diplomatic mission in Singapore that handles visas. Open its page for the full address, phone, email, opening hours, jurisdiction and the visa application center that serves it.

All Russian consulates in Singapore

Applying directly at the consulate

As of today, document intake is generally handled directly by the Russian consulate that serves you. Here is how that works in practice.

How does direct document submission at the Russian consulate work?

Direct submission means you lodge your visa application with the Russian consulate itself rather than through an intermediary. Prepare the documents listed by that mission for your category, including the applicable category-specific supporting document, book an appointment where required, submit the file and fee, then collect the passport after a decision. The consulate that serves your district in Singapore is the responsible office.

Do I have to apply in person, or can someone submit on my behalf?

Submission channels and personal-appearance requirements are set by each Russian mission and may differ by visa category. Do not assume that representative or postal filing is available; confirm the current rule for Singapore on the responsible mission's official website before preparing or sending documents.

Do I need an appointment to submit documents directly?

Some consulates work strictly by appointment booked through their online system, others accept walk-ins during fixed reception hours. Because appointment slots can fill up well in advance, plan early and confirm the booking procedure on the consulate's official page.
