Step 2 — where will you apply?

Where are you planning to apply for your Russian visa?

Pick the country and city whose Russian mission is responsible for your lawful residence. Temporary physical presence alone does not establish consular jurisdiction; confirm acceptance with the mission before you submit if you hold a passport issued by Philippines.

How citizens of Philippines enter Russia

Holders of an ordinary passport issued by Philippines can enter Russia with the unified eVisa — apply online at evisa.kdmid.ru, where the applicable fee is shown. It permits 1 entry and a stay within 30 days. The published eVisa rule does not require an invitation. Work, study, additional entries or longer stays require the appropriate regular visa.

Unified e-Visa (online)

Official portal fee · stay within 30 days

Philippines is one of the 65 nationalities eligible for Russia's unified e-Visa. You apply entirely online at the official MFA portal and follow its current application checklist. The published eVisa rule requires medical insurance, subject to any official exemption returned for the traveler. The published eVisa rule does not require an invitation. The eVisa currently permits 1 entry and a stay within 30 days.

Category-specific documents

Citizens of Philippines apply for a standard Russian visa at a consulate or an authorised visa center. The supporting document depends on the visa category. For a tourist visa, tourist acceptance confirmation from an eligible issuer; a narrow accommodation-booking alternative applies only where the official rule allows it. Other categories use their own prescribed invitation or evidence.

Russian visa requirements for Filipino citizens

Recommended route: Unified e-Visa for a qualifying short trip. Unified e-Visa for a qualifying short trip. For ordinary Philippine nationals: unified eVisa for a single entry for tourism or a private/guest visit (also business and listed event/contact purposes); valid 120 days from issue with stay not exceeding 30 days from entry. It is not for transit or purposes outside the listed scope, and entry/exit must use an authorised crossing point. Philippines is expressly on the current central MFA eVisa nationality list. The Embassy in Manila expressly says Philippine passport holders can apply for an electronic visa and directs them to the specialised MFA eVisa website.

Where to apply

  • Primary eVisa: online from the applicant's personal account on https://evisa.kdmid.ru/ or the Russian MFA mobile application; application window is 86 to 4 days before intended entry.
  • Regular-visa fallback: Consular Section of the Embassy of the Russian Federation in the Republic of the Philippines, 105 Rada Street, Legazpi Village, Makati, Metro Manila; published email philippines@bk.ru and consular telephone +63 2 750 15 711.
  • Jurisdiction caveat: Manila's page requires third-country nationals who are not Philippine citizens to show a visa/document permitting continuous stay in the country of application for more than 180 days. No current Manila tourist-visa appointment/mail process was published on the allowed pages.

Documents

  • eVisa: online application; the machine-readable Philippine passport used for travel, issued by the country of nationality, valid at least six months from application and with stamp space; JPEG passport-data-page image; compliant JPEG face photograph; payment card; Russia-valid medical insurance for the entire stay; eVisa grant notification printed or saved on a mobile device.
  • eVisa: no invitation, hotel booking confirmation, tourist voucher, or other document proving purpose is required. If requested, state intended accommodation name, address, and telephone number.
  • Regular tourist visa at Manila: completed/printed visa.kdmid.ru form signed by applicant with 3.5 x 4.5 photograph; original passport valid six months after visa expiry; and either (a) Russian tourist-company tourist voucher plus confirmation of hosting the foreign tourist, or (b) confirmation of booking at an accommodation in the Unified List of classified hotels, ski slopes and beaches. Tourist-confirmation dates must match the application.
  • A separate eVisa application is required for each minor, including a child recorded in a parent's passport.

Invitation

The unified e-Visa does not require an invitation or hotel-booking confirmation. Regular tourist visa support differs: For a regular tourist visa at Manila, the category-specific support is either a tourist voucher plus a confirmation of hosting the foreign tourist issued by the receiving Russian tourist company, or a qualifying classified-hotel/accommodation booking confirmation. This is distinct from an eVisa, which requires no invitation or purpose-support document. The Manila page calls for an MVD/MFA invitation for other categories, not the ordinary tourist category.

Processing and fees

  • Unified eVisa: no more than 4 calendar days from submission under the central MFA rule.
  • The submission/resubmission day is not counted; a correction request restarts the processing count from resubmission. Treat the published rule as a processing maximum, not a guaranteed issue-by date.
  • No current official Manila regular-tourist processing time was found; do not import another mission's timeframe.
  • eVisa: the Embassy in Manila's 25 August 2025 notice states 'the amount shown on the official portal at payment equivalent,' payable online by bank card; it describes children below six as gratis except stated banking transaction charges of about US$2.
  • Central eVisa portal: processing fee is charged and non-refundable regardless of outcome; no consular fee is charged for applications for children under six. It publishes no numeric amount.
  • Do not promise an exact USD or PHP debit: the Embassy's figure is approximate and the MFA FAQ says checkout invoices can be in dirhams or yuan with card/bank conversion.

Medical insurance

eVisa: hold medical insurance valid in the territory of the Russian Federation for the entire duration of stay. The central rule mentions a reciprocity exception but does not identify the exempt nationalities, so do not assume an ordinary Philippine passport holder is exempt. The application FAQ says absence of insurance data in the form itself is not a refusal ground; it does not remove the obligation to hold valid insurance. The official Manila tourist-visa checklist did not publish a Philippines-specific regular-tourist insurance wording, amount, or policy format.

What is specific to Filipino applicants

  • Philippines is expressly on the current central MFA eVisa nationality list.
  • The Embassy in Manila expressly says Philippine passport holders can apply for an electronic visa and directs them to the specialised MFA eVisa website.
  • The separate 90-day visa-free rule applies only to Philippine diplomatic and service passport holders, not holders of ordinary Philippine passports.
  • At the Manila post, an ordinary Philippine tourist may use a Russian-tour-operator tourist voucher/hosting confirmation or the qualifying classified-hotel booking alternative for a regular tourist visa.
  • The Manila post's >180-day continuous-stay documentary caveat is explicitly for third-country nationals who are not Philippine citizens.

Check before payment

  • Some mission pages retain superseded e-visa terms. Use the current central MFA rule: validity of 120 days and a stay of up to 30 days, subject to the published conditions.
  • The current Manila eVisa price is published only as 'the amount shown on the official portal at payment equivalent'; no exact Philippines all-in or PHP amount is supported.
  • No current official Manila regular-tourist fee, processing time, appointment procedure, or mail/courier process was found on permitted sources.

Questions from Filipino travellers

Does an ordinary Philippine passport holder need a visa for tourism in Russia?

Yes—use the unified eVisa if the trip fits its scope; the 90-day visa-free rule is only for Philippine diplomatic/service passport holders.

Do I need an invitation, tourist voucher, or paid hotel booking for the Philippine eVisa?

No; none is required for the eVisa, though intended accommodation contact details are entered if asked.

How long can I stay and how many times can I enter with an eVisa?

One entry; use within 120 days of issue; stay no more than 30 days from entry, with arrival and departure counting as separate calendar days.

What files do I upload for the Philippine eVisa?

A qualifying machine-readable passport, its JPEG data-page image, and a compliant JPEG face photo, plus the online application and payment.

What are the currently published Philippine eVisa fee and processing rules?

an amount that varies with the exchange rate and must be checked before payment equivalent according to the Manila Embassy, and no more than four calendar days from submission under the central portal, subject to correction/resubmission timing; neither is an exact all-in price or a travel-date guarantee.

When is a regular tourist visa needed and what is the support document?

Use it outside eVisa purpose, single-entry, stay, or authorised-crossing limits; Manila requires tourist-company voucher/hosting confirmation or a qualifying classified-hotel booking confirmation.

Use the route that matches your trip

Use the official e-Visa portal for a qualifying short trip. Invitation support is relevant only if you need a regular visa instead.

Russian consulates in Philippines

There is one Russian diplomatic mission in Philippines that handles visas. Open its page for the full address, phone, email, opening hours, jurisdiction and the visa application center that serves it.

All Russian consulates in Philippines

Applying directly at the consulate

As of today, document intake is generally handled directly by the Russian consulate that serves you. Here is how that works in practice.

How does direct document submission at the Russian consulate work?

Direct submission means you lodge your visa application with the Russian consulate itself rather than through an intermediary. Prepare the documents listed by that mission for your category, including the applicable category-specific supporting document, book an appointment where required, submit the file and fee, then collect the passport after a decision. The consulate that serves your district in Philippines is the responsible office.

Do I have to apply in person, or can someone submit on my behalf?

Submission channels and personal-appearance requirements are set by each Russian mission and may differ by visa category. Do not assume that representative or postal filing is available; confirm the current rule for Philippines on the responsible mission's official website before preparing or sending documents.

Do I need an appointment to submit documents directly?

Some consulates work strictly by appointment booked through their online system, others accept walk-ins during fixed reception hours. Because appointment slots can fill up well in advance, plan early and confirm the booking procedure on the consulate's official page.
