Step 2 — where will you apply?

Where are you planning to apply for your Russian visa?

Pick the country and city whose Russian mission is responsible for your lawful residence. Temporary physical presence alone does not establish consular jurisdiction; confirm acceptance with the mission before you submit if you hold a passport issued by Malaysia.

How citizens of Malaysia enter Russia

Holders of an ordinary passport issued by Malaysia can enter Russia with the unified eVisa — apply online at evisa.kdmid.ru, where the applicable fee is shown. It permits 1 entry and a stay within 30 days. The published eVisa rule does not require an invitation. Work, study, additional entries or longer stays require the appropriate regular visa.

Unified e-Visa (online)

Official portal fee · stay within 30 days

Malaysia is one of the 65 nationalities eligible for Russia's unified e-Visa. You apply entirely online at the official MFA portal and follow its current application checklist. The published eVisa rule requires medical insurance, subject to any official exemption returned for the traveler. The published eVisa rule does not require an invitation. The eVisa currently permits 1 entry and a stay within 30 days.

Category-specific documents

Citizens of Malaysia apply for a standard Russian visa at a consulate or an authorised visa center. The supporting document depends on the visa category. For a tourist visa, tourist acceptance confirmation from an eligible issuer; a narrow accommodation-booking alternative applies only where the official rule allows it. Other categories use their own prescribed invitation or evidence.

Russian visa requirements for Malaysian citizens

Recommended route: Unified e-Visa for a qualifying short trip. Unified e-Visa for a qualifying short trip. For ordinary Malaysian passport holders, the current primary short-tourism route is the unified e-visa: single entry; tourism is eligible; valid 120 days from issue; stay up to 30 days from entry; apply online through the MFA site/app 86 to 4 days before entry; no invitation, hotel-booking confirmation, or other purpose-supporting document is submitted; use only approved e-visa checkpoints for entry and exit. Malaysia is explicitly e-visa eligible, but the Embassy says visa requirements apply to all Malaysians entering Russia; it is not a visa-free route. There is no Russian Visa Center in Malaysia authorized by the Embassy; paper applications are directed to the Embassy consular section in Kuala Lumpur.

Where to apply

  • E-visa: online through the MFA e-visa website or mobile application; no consular visit.
  • Regular paper visa: Consular Section, Embassy of the Russian Federation, 263 Jalan Ampang, 50450 Kuala Lumpur, Malaysia; visa matters Monday, Wednesday and Friday, 09:30–13:00.
  • The Embassy states there is no Russian Visa Center in Malaysia authorized by it; a Malaysian citizen may use an authorized/travel agent provided the application form is signed. Online and postal paper-visa applications are not accepted.

Documents

  • E-visa: personal-account application; machine-readable national passport used for travel and valid at least six months from application submission; JPEG passport-data-page image; compliant JPEG face photo; payment card; medical insurance valid in Russia for the stay unless Malaysia is officially confirmed as exempt by reciprocity.
  • Regular tourist visa: original passport and copy (valid six months after visa expiry, with two blank pages); electronic form printed from visa.kdmid.ru; one passport-size photo glued to the form; copy of travel/health insurance valid in Russia for the whole journey, with policy details entered on the form; tourist confirmation voucher or qualifying hotel confirmation.

Invitation

The unified e-Visa does not require an invitation or hotel-booking confirmation. Regular tourist visa support differs: For a regular tourist visa, the Embassy accepts either a clear scanned tourist confirmation voucher issued by a Russian travel agency or Russian hotel licensed to invite foreign tourists, or a clear scanned qualifying Russian hotel/resort booking confirmation for a single-entry visa (up to six months, matching booking dates).

Processing and fees

  • E-visa: no more than 4 calendar days; correction and resubmission restarts processing.
  • Regular visa: normal processing 7–10 working days; urgent next public working day or express same day may be available at extra charge, with same-day service subject to workload; the Embassy reserves a statutory consideration period of up to 20 working days.
  • E-visa: official MFA pages confirm a processing fee paid online/app; payment is non-refundable and children under six pay no consular fee. No current numerical Malaysian adult amount was published in the reviewed official material.
  • Regular visa: the Embassy says fees are paid in Malaysian Ringgit only, accept no other currencies, and depend on citizenship. No current Malaysian tourist-visa tariff was published in the reviewed official material.

Medical insurance

Regular tourist visa: a copy of travel/health insurance valid in Russia for the whole journey is required. E-visa: MFA says visitors must have medical insurance valid in Russia for the full stay, except nationals exempt on reciprocity; the reviewed official material does not identify whether Malaysia is exempt, so do not promise an exemption.

What is specific to Malaysian applicants

  • Malaysia is explicitly e-visa eligible, but the Embassy says visa requirements apply to all Malaysians entering Russia; it is not a visa-free route.
  • There is no Russian Visa Center in Malaysia authorized by the Embassy; paper applications are directed to the Embassy consular section in Kuala Lumpur.
  • The Malaysian mission accepts regular consular-fee payment in Malaysian Ringgit only.
  • For regular tourist visas, the Embassy publishes a qualifying Russian hotel booking confirmation as an alternative to a licensed tourist confirmation voucher.
  • The Embassy retains a stale e-visa page withsuperseded pre-23-August-2025 duration limits regional language; its 2025 notice and the current MFA portal establish 120 days/up to 30 days.

Check before payment

  • Some mission pages retain superseded e-visa terms. Use the current central MFA rule: validity of 120 days and a stay of up to 30 days, subject to the published conditions.
  • No reviewed official source published an exact current Malaysian adult e-visa fee or Malaysian regular tourist-visa tariff; do not state an amount.
  • The official e-visa portal notes reciprocal insurance exemptions but the reviewed material does not identify Malaysia’s status; Malaysia’s exemption/non-exemption is unresolved.

Russian consulates in Malaysia

There is one Russian diplomatic mission in Malaysia that handles visas. Open its page for the full address, phone, email, opening hours, jurisdiction and the visa application center that serves it.

All Russian consulates in Malaysia

Applying directly at the consulate

As of today, document intake is generally handled directly by the Russian consulate that serves you. Here is how that works in practice.

How does direct document submission at the Russian consulate work?

Direct submission means you lodge your visa application with the Russian consulate itself rather than through an intermediary. Prepare the documents listed by that mission for your category, including the applicable category-specific supporting document, book an appointment where required, submit the file and fee, then collect the passport after a decision. The consulate that serves your district in Malaysia is the responsible office.

Do I have to apply in person, or can someone submit on my behalf?

Submission channels and personal-appearance requirements are set by each Russian mission and may differ by visa category. Do not assume that representative or postal filing is available; confirm the current rule for Malaysia on the responsible mission's official website before preparing or sending documents.

Do I need an appointment to submit documents directly?

Some consulates work strictly by appointment booked through their online system, others accept walk-ins during fixed reception hours. Because appointment slots can fill up well in advance, plan early and confirm the booking procedure on the consulate's official page.
