Step 2 — where will you apply?

Where are you planning to apply for your Russian visa?

Pick the country and city whose Russian mission is responsible for your lawful residence. Temporary physical presence alone does not establish consular jurisdiction; confirm acceptance with the mission before you submit if you hold a passport issued by Indonesia.

How citizens of Indonesia enter Russia

Holders of an ordinary passport issued by Indonesia can enter Russia with the unified eVisa — apply online at evisa.kdmid.ru, where the applicable fee is shown. It permits 1 entry and a stay within 30 days. The published eVisa rule does not require an invitation. Work, study, additional entries or longer stays require the appropriate regular visa.

Unified e-Visa (online)

Official portal fee · stay within 30 days

Indonesia is one of the 65 nationalities eligible for Russia's unified e-Visa. You apply entirely online at the official MFA portal and follow its current application checklist. The published eVisa rule requires medical insurance, subject to any official exemption returned for the traveler. The published eVisa rule does not require an invitation. The eVisa currently permits 1 entry and a stay within 30 days.

Category-specific documents

Citizens of Indonesia apply for a standard Russian visa at a consulate or an authorised visa center. The supporting document depends on the visa category. For a tourist visa, tourist acceptance confirmation from an eligible issuer; a narrow accommodation-booking alternative applies only where the official rule allows it. Other categories use their own prescribed invitation or evidence.

Russian visa requirements for Indonesian citizens

Recommended route: Unified e-Visa for a qualifying short trip. Unified e-Visa for a qualifying short trip. For ordinary Indonesian nationals, the unified e-visa is single-entry and covers tourism, private visits, business, and the listed scientific, cultural, socio-political, economic and sporting events/related contacts. Under current centralized MFA rules it is valid 120 days from issue and permits up to 30 days from entry; it is not for a purpose outside that scope. It may be filed online no earlier than 86 days and no later than 4 days before intended entry. Indonesia is expressly listed by the central MFA Consular Department among the foreign states whose nationals can apply for an e-visa. The Indonesian mission says Indonesian diplomatic or service passport holders may stay visa-free for up to 14 days; this distinct exception does not apply to ordinary Indonesian passports.

Where to apply

  • Primary route: online via the Russian MFA e-visa personal account at https://evisa.kdmid.ru/ or the MFA mobile application; no in-person consular visit is required for the e-visa.
  • Regular-visa fallback: in-person submission at the Consular Section of the Russian Embassy in Indonesia, Jalan H.R. Rasuna Said Kav. X-7 No. 1–2, Kuningan, Jakarta. Published submission hours: 09:00–12:00; collection: 12:00–13:00.
  • Caveat: the Embassy page does not publish a residence-jurisdiction rule, an alternative post outside Indonesia, or applicability to non-Indonesian residents. Its fee table is explicitly for Indonesian citizens; verify nonstandard jurisdiction with consindonesia@mid.ru.

Documents

  • E-visa: machine-readable Indonesian national passport issued by the country of nationality, valid at least 6 months from e-visa application submission, with room for border stamps.
  • E-visa: JPEG passport data-page image and compliant JPEG facial photograph; a separate application for every travelling child, including a child entered in the parent’s passport.
  • E-visa: online MFA application, payment card, and the approved e-visa notification printed or saved for the carrier and Border Service.
  • E-visa: no invitation, tourist voucher, hotel-booking confirmation, or other proof of travel purpose is required; intended accommodation details may be entered in the form.
  • Regular-tourist fallback: printed online visa application with handwritten signature and one 35×45 mm photo; original passport valid at least 6 months after visa expiry with 2 blank pages; USD cash fee.
  • Regular-tourist fallback: the Jakarta post says Indonesian citizens can use a Russian hotel booking voucher; it separately lists a licensed Russian travel agency reception confirmation with specified traveler, trip, host and agency details. The page does not clearly state whether both are required for the Indonesian hotel-voucher path.

Invitation

The unified e-Visa does not require an invitation or hotel-booking confirmation. Regular tourist visa support differs: E-visa: no invitation or confirmation is required. Regular tourist visa: the Jakarta Embassy publishes a category-specific hotel booking voucher route for Indonesian citizens and separately lists a licensed Russian travel agency’s reception confirmation (with confirmation number, entries, traveller/passport details, dates, purpose, itinerary/accommodation, host address/MVT, signature and seal). It expressly says other citizens need a licensed-agent tourist voucher and the confirmation is issued with that voucher. Whether an Indonesian using the hotel-voucher route must also submit the agency confirmation is ambiguous; do not guess—obtain written Jakarta Consular Section confirmation.

Processing and fees

  • E-visa: centrally published maximum of no more than 4 calendar days from submission. The application or resubmission day is not counted; correction and resubmission restarts the processing clock.
  • Regular tourist visa — Embassy Indonesia: normal 4–20 days; express 1–3 days at additional cost. Its group guidance states an average 14–20 days normal and 1 week express.
  • Do not use the mission page’s phrase 'not less than 4 days' as a guaranteed e-visa duration; centralized MFA rules control and correction cycles can change timing.
  • E-visa: the central MFA page confirms a non-refundable processing fee but does not publish a numeric amount; no consular fee is charged for children under 6. The Embassy Indonesia page currently publishes an amount of an amount that varies with the exchange rate and must be checked before payment including consular fee, bank commission, payment-system transaction costs and preliminary-document-verification fee, subject to currency fluctuation; it says under-6 children pay about USD 2 transaction costs. Treat the live MFA payment invoice as authoritative rather than promisean amount that varies with the exchange rate and must be checked before payment.
  • Regular tourist visa — Embassy Indonesia fee table for Indonesian citizens, USD cash: normal 4–20 days: USD 80 single / USD 128 double / USD 240 multiple; express 1–3 days: USD 160 single / USD 256 double / USD 480 multiple. Fees are non-refundable.

Medical insurance

E-visa: the central MFA rule requires medical insurance valid in the territory of the Russian Federation for the entire stay, except where a reciprocity exemption applies. The reviewed official sources do not identify Indonesia as exempt, so do not claim an exemption. The MFA FAQ says missing insurance information in the online form is not itself a refusal ground, but this does not waive the requirement to possess valid insurance. For regular tourist visas, the Jakarta page expressly requests insurance for EU passport holders only and publishes no Indonesia-specific coverage amount, insurer restriction, or policy wording; confirm that case directly with the Consular Section.

What is specific to Indonesian applicants

  • Indonesia is expressly listed by the central MFA Consular Department among the foreign states whose nationals can apply for an e-visa.
  • The Indonesian mission says Indonesian diplomatic or service passport holders may stay visa-free for up to 14 days; this distinct exception does not apply to ordinary Indonesian passports.
  • The Embassy’s published regular-visa filing point is its Consular Section in Kuningan, Jakarta, with in-person submission and printed physical documents required.
  • The Embassy specifically says Indonesian citizens can apply for a regular tourist visa using a hotel booking voucher, while it says other citizens need a tourist voucher from a licensed Russian travel agent.
  • The published Jakarta regular-visa fee table is expressly limited to Indonesian citizens and payment is collected in USD cash.

Check before payment

  • Some mission pages retain superseded e-visa terms. Use the current central MFA rule: validity of 120 days and a stay of up to 30 days, subject to the published conditions.
  • The Embassy says e-visa processing takes 'not less than 4 days,' while the central MFA says no more than 4 calendar days from submission and excludes the submission/resubmission day. Do not make a guaranteed turnaround promise.
  • The central MFA page confirms an e-visa fee but states no numeric amount; the mission’s an amount that varies with the exchange rate and must be checked before payment figure is currency-adjustable. Do not promise it as a fixed price; use the live payment invoice.

Russian consulates in Indonesia

There are 2 Russian diplomatic missions in Indonesia that handle visas. Open any city for the full address, phone, email, opening hours, jurisdiction and the visa application center that serves it.

All Russian consulates in Indonesia

Applying directly at the consulate

As of today, document intake is generally handled directly by the Russian consulate that serves you. Here is how that works in practice.

How does direct document submission at the Russian consulate work?

Direct submission means you lodge your visa application with the Russian consulate itself rather than through an intermediary. Prepare the documents listed by that mission for your category, including the applicable category-specific supporting document, book an appointment where required, submit the file and fee, then collect the passport after a decision. The consulate that serves your district in Indonesia is the responsible office.

Do I have to apply in person, or can someone submit on my behalf?

Submission channels and personal-appearance requirements are set by each Russian mission and may differ by visa category. Do not assume that representative or postal filing is available; confirm the current rule for Indonesia on the responsible mission's official website before preparing or sending documents.

Do I need an appointment to submit documents directly?

Some consulates work strictly by appointment booked through their online system, others accept walk-ins during fixed reception hours. Because appointment slots can fill up well in advance, plan early and confirm the booking procedure on the consulate's official page.
