Step 2 — where will you apply?

Where are you planning to apply for your Russian visa?

Pick the country and city whose Russian mission is responsible for your lawful residence. Temporary physical presence alone does not establish consular jurisdiction; confirm acceptance with the mission before you submit if you hold a passport issued by Germany.

How citizens of Germany enter Russia

Holders of an ordinary passport issued by Germany can enter Russia with the unified eVisa — apply online at evisa.kdmid.ru, where the applicable fee is shown. It permits 1 entry and a stay within 30 days. The published eVisa rule does not require an invitation. Work, study, additional entries or longer stays require the appropriate regular visa.

Unified e-Visa (online)

Official portal fee · stay within 30 days

Germany is one of the 65 nationalities eligible for Russia's unified e-Visa. You apply entirely online at the official MFA portal and follow its current application checklist. The published eVisa rule requires medical insurance, subject to any official exemption returned for the traveler. The published eVisa rule does not require an invitation. The eVisa currently permits 1 entry and a stay within 30 days.

Category-specific documents

Citizens of Germany apply for a standard Russian visa at a consulate or an authorised visa center. The supporting document depends on the visa category. For a tourist visa, tourist acceptance confirmation from an eligible issuer; a narrow accommodation-booking alternative applies only where the official rule allows it. Other categories use their own prescribed invitation or evidence.

Russian visa requirements for German citizens

Recommended route: Unified e-Visa for a qualifying short trip. Unified e-Visa for a qualifying short trip. German nationals are on the MFA eligible-country list. The unified e-visa is single entry, valid for 120 days from issue, permits up to 30 days from entry, and covers tourism (also private/business visits and specified events). It is for entry and exit only via approved checkpoints; uses outside the stated purposes, more than 30 days, or multiple entries require a regular visa. Germany is explicitly eligible for the unified e-visa, making an online single-entry tourist stay up to 30 days the primary route. Germany’s regular tourist-visa checklist requires both a Russian-tour-operator travel confirmation and a guarantee of return intent, not merely a generic invitation.

Where to apply

  • Unified e-visa: online in the MFA e-visa personal account/app; no consular visit is required.
  • Regular visa: Russian consular representations in Berlin, Bonn, Frankfurt am Main, Hamburg, Leipzig, or Munich, or the named visa centre (per the Embassy general-information page).
  • Direct Embassy Consular Section filing: online appointment via berlin.kdmid.ru; no appointments by email/post/telephone and no postal visa-document filing.
  • The cited official general-information page does not publish state-by-state office jurisdiction; confirm the applicable office before filing.

Documents

  • E-visa: valid national passport intended for border crossing; JPEG image of passport data; compliant JPEG face photo; bank card for the fee. Passport must be machine-readable, issued by country of nationality, and valid at least six months from application submission.
  • E-visa: no invitation letter, hotel-booking confirmation, or other travel-purpose document is required.
  • Regular tourist visa (Germany): passport; visa application; one 3.5 x 4.5 cm photo; travel medical-insurance proof; guarantee of intention to return; Russian-tour-operator travel confirmation with the stated particulars.

Invitation

The unified e-Visa does not require an invitation or hotel-booking confirmation. Regular tourist visa support differs: For a regular tourist visa, the German Embassy requires a Reisebestätigung (travel confirmation) from a Russian tour operator. It must include its number, requested entry type, nationality, Russia entry/exit dates (maximum 30 days), traveller/passport details, purpose, destination/stay, and operator address/register reference, and be signed and stamped by an authorised operator employee.

Processing and fees

  • E-visa application: submit no earlier than 86 days and no later than 4 days before expected entry; MFA processing is no more than 4 calendar days from submission.
  • Regular visa direct filing in Germany: Embassy states 4–20 working days; urgent cases may be reduced to 3 working days or fewer.
  • Regular visa, direct consular application: single entry €77 (4–20 working days) or €154 (1–3); double entry €123 or €246; multiple entry €231 or €462. The Embassy says consular-section payment is by EC card from German banks only.
  • E-visa: MFA confirms a processing fee but its main instruction publishes no exact amount. The German mission characterises the total as an amount that varies with the exchange rate and must be checked before payment, so no exact current e-visa amount should be stated.

Medical insurance

Regular German tourist-visa checklist requires Krankenreiseversicherungsnachweis (travel medical-insurance proof). For e-visas, MFA requires medical insurance valid in Russia for the entire stay, except nationals exempt by reciprocity. Lack of insurance data in the e-visa form is not itself a refusal ground, but it does not remove the insurance obligation.

What is specific to German applicants

  • Germany is explicitly eligible for the unified e-visa, making an online single-entry tourist stay up to 30 days the primary route.
  • Germany’s regular tourist-visa checklist requires both a Russian-tour-operator travel confirmation and a guarantee of return intent, not merely a generic invitation.
  • The Embassy lists filing points in Berlin, Bonn, Frankfurt am Main, Hamburg, Leipzig, and Munich; it requires online booking and does not accept posted visa documents.
  • The direct-consular regular-visa fees are published in euros by number of entries and urgency, and Embassy payment is limited to EC cards from German banks.
  • Germany is not among the six nationalities listed on the German mission’s tourist page for reciprocal six-month multiple-entry tourist visas; that page describes German tourist visas as single or double entry.

Check before payment

  • The German mission’s general visa overview says German nationals need a visa applied for at the Embassy’s Berlin consular section, while the current official e-visa pages list Germany as eligible. The overview should be treated as regular-visa-route guidance, not as excluding the e-visa.
  • The German mission page listing Berlin, Bonn, Frankfurt am Main, Hamburg, Leipzig, and Munich does not give a state-by-state jurisdiction allocation. Do not infer jurisdiction.
  • The MFA main e-visa instruction confirms a fee but gives no exact amount. The German-mission page only says an amount that varies with the exchange rate and must be checked before payment; an exact current e-visa price is therefore unknown from the allowed sources.

Russian consulates in Germany

There is one Russian diplomatic mission in Germany that handles visas. Open its page for the full address, phone, email, opening hours, jurisdiction and the visa application center that serves it.

All Russian consulates in Germany

Applying directly at the consulate

As of today, document intake is generally handled directly by the Russian consulate that serves you. Here is how that works in practice.

How does direct document submission at the Russian consulate work?

Direct submission means you lodge your visa application with the Russian consulate itself rather than through an intermediary. Prepare the documents listed by that mission for your category, including the applicable category-specific supporting document, book an appointment where required, submit the file and fee, then collect the passport after a decision. The consulate that serves your district in Germany is the responsible office.

Do I have to apply in person, or can someone submit on my behalf?

Submission channels and personal-appearance requirements are set by each Russian mission and may differ by visa category. Do not assume that representative or postal filing is available; confirm the current rule for Germany on the responsible mission's official website before preparing or sending documents.

Do I need an appointment to submit documents directly?

Some consulates work strictly by appointment booked through their online system, others accept walk-ins during fixed reception hours. Because appointment slots can fill up well in advance, plan early and confirm the booking procedure on the consulate's official page.
