Step 2 — where will you apply?

Where are you planning to apply for your Russian visa?

Pick the country and city whose Russian mission is responsible for your lawful residence. Temporary physical presence alone does not establish consular jurisdiction; confirm acceptance with the mission before you submit if you hold a passport issued by Cyprus.

How citizens of Cyprus enter Russia

Holders of an ordinary passport issued by Cyprus can enter Russia with the unified eVisa — apply online at evisa.kdmid.ru, where the applicable fee is shown. It permits 1 entry and a stay within 30 days. The published eVisa rule does not require an invitation. Work, study, additional entries or longer stays require the appropriate regular visa.

Unified e-Visa (online)

Official portal fee · stay within 30 days

Cyprus is one of the 65 nationalities eligible for Russia's unified e-Visa. You apply entirely online at the official MFA portal and follow its current application checklist. The published eVisa rule requires medical insurance, subject to any official exemption returned for the traveler. The published eVisa rule does not require an invitation. The eVisa currently permits 1 entry and a stay within 30 days.

Category-specific documents

Citizens of Cyprus apply for a standard Russian visa at a consulate or an authorised visa center. The supporting document depends on the visa category. For a tourist visa, tourist acceptance confirmation from an eligible issuer; a narrow accommodation-booking alternative applies only where the official rule allows it. Other categories use their own prescribed invitation or evidence.

Russian visa requirements for Cypriot citizens

Recommended route: Unified e-Visa for a qualifying short trip. Unified e-Visa for a qualifying short trip. For holders of ordinary Cyprus passports, the current unified e-visa is the primary route for a single-entry tourist or short private visit. It is valid 120 days from issue and permits up to 30 days from entry; movement is throughout Russia except restricted places, but entry and exit must use official e-visa checkpoints. Apply online through the MFA site/app from 86 days to no later than 4 days before entry. A purpose outside the e-visa list, a need for more entries/longer stay, or inability to meet e-visa conditions requires a regular visa. Cyprus appears on the current MFA e-visa nationality list. The official passport-regime list distinguishes Cyprus diplomatic and service passports, which it lists as visa-free for up to 90 days; that exemption is not for the ordinary-passport audience.

Where to apply

  • E-visa: online only through the MFA e-visa personal account at evisa.kdmid.ru or the MFA mobile application; no Cyprus mission/visa-centre attendance is needed.
  • Regular visa: Embassy Consular Section in Nicosia, by prior appointment only (Ayios Prokopios and Archbishop Makarios III Street corner, 2406 Engomi).
  • Regular visa: the Embassy identifies the Russian Visa Centre as its only authorized outside agency; it lists offices in Nicosia, Paphos, Limassol, and Larnaca, with prior appointment.
  • Jurisdiction caveat: applicants other than citizens of Cyprus must produce a Cyprus residence permit showing legal stay exceeding three months. The Embassy does not state that condition for Cyprus citizens.

Documents

  • E-visa: machine-readable national passport issued by the country of nationality, valid at least six months from application and with space for border stamps.
  • E-visa: JPEG image of the passport data page and a compliant recent JPEG face photo; MFA account/app and payment card; carry the approved PDF notification printed or saved on a device.
  • E-visa: no invitation, hotel booking confirmation, tourist voucher/confirmation, or other proof of purpose is required. If no hotel is booked, provide the intended accommodation's name, address, and telephone number in the form.
  • Regular tourist visa: passport and copy valid at least six months after visa expiry with at least two blank pages; electronic application; one recent 35x45 mm colour photo; required medical insurance.
  • Regular tourist visa: a Confirmation of tourist acceptance stamped and signed by an authorized person. This is the category-specific supporting document and is not an e-visa requirement.

Invitation

The unified e-Visa does not require an invitation or hotel-booking confirmation. Regular tourist visa support differs: For a regular tourist visa, the Cyprus Embassy requires a 'Confirmation of tourist acceptance stamped and signed by an authorized person.' The Embassy describes other invitation rules for private/business categories, but the tourist confirmation is the controlling category-specific tourist document. Do not conflate it with the e-visa, for which the centralized MFA rule says no invitation or purpose-confirming documentation is submitted.

Processing and fees

  • E-visa: no more than 4 calendar days from application submission. The submission/resubmission day is not counted; a correction/resubmission resets the processing calculation.
  • Regular visa in Cyprus: 3 to 20 days depending on visa type; the Embassy says the period may be extended with notice. Neither standard is an issuance or admission guarantee.
  • Unified e-visa: the amount shown on the official portal at payment is explicitly published by an official Russian Embassy e-visa page; the current central MFA portal confirms a non-refundable application charge and no consular fee for applicants under six. The central portal itself does not display the numeric amount, and the the amount shown on the official portal at payment source retains superseded pre-23-August-2025 duration limits text; confirm the payable amount in the official payment flow before paying.
  • E-visa payment: the MFA FAQ says payment is possible only with cards issued by banks of countries other than Russia, invoices may be in dirhams or yuan, and payment is non-refundable. It gives no Cyprus-card acceptance guarantee.
  • Regular visa in Cyprus: EUR 30 Visa Centre service fee, separate from the consular fee. The official Cyprus pages read did not publish a numeric consular fee applicable to a regular tourist visa; no such amount is supplied.

Medical insurance

For a regular visa in Cyprus, the Embassy requires medical insurance for EU citizens on reciprocity: at least EUR 30,000 coverage, valid in the Russian Federation for the whole expected stay. Cyprus is expressly named in an official MFA mission insurance notice as subject to mandatory insurance on reciprocity. For an e-visa, the current central MFA portal requires medical insurance valid in Russia for the entire stay; it publishes no coverage amount. Its FAQ says absence of insurance data in the e-visa form is not, by itself, a reason for refusal, but this does not waive the requirement to hold valid insurance.

What is specific to Cypriot applicants

  • Cyprus appears on the current MFA e-visa nationality list.
  • The official passport-regime list distinguishes Cyprus diplomatic and service passports, which it lists as visa-free for up to 90 days; that exemption is not for the ordinary-passport audience.
  • Cyprus is named in an official MFA mission list of nationalities subject to mandatory medical insurance on reciprocity; the Cyprus Embassy supplies the EUR 30,000 regular-visa wording.
  • The Embassy's only authorized Russian Visa Centre has listed offices in Nicosia, Paphos, Limassol, and Larnaca.
  • In Cyprus local regular-visa rules, only non-Cyprus applicants must evidence more than three months of legal stay in Cyprus.

Check before payment

  • Some mission pages retain superseded e-visa terms. Use the current central MFA rule: validity of 120 days and a stay of up to 30 days, subject to the published conditions.
  • Older mission pages quote a superseded e-visa amount. Check the actual charge on the official MFA portal before payment.
  • No official Cyprus source opened publishes an applicable numeric regular-tourist consular fee. Only the EUR 30 Visa Centre service fee is published; the regular consular fee is therefore unknown here.

Questions from Cypriot travellers

I have an ordinary Cyprus passport. Can I travel visa-free?

No: use the unified e-visa for eligible tourism/short private visits; the official 90-day visa-free reference is for diplomatic and service Cyprus passports, not ordinary passports.

How long can I stay and can I visit Moscow?

The e-visa is single-entry, valid 120 days after issue, and permits up to 30 days from entry. It permits country-wide movement other than restricted places, provided both entry and exit use official e-visa checkpoints.

Do I need a tourist invitation or confirmed hotel booking for an e-visa?

No. No invitation, hotel booking confirmation, or tourist confirmation is required; give intended accommodation details if no booking exists. The stamped/signed tourist-acceptance confirmation is instead for a regular tourist visa.

What do I upload and when should I apply?

Apply through MFA online/app from 86 days to at least 4 days before entry, with JPEG passport data-page and face photos and a qualifying machine-readable passport.

What insurance do I need?

E-visa insurance must be valid in Russia for the full stay. A regular visa in Cyprus requires at least EUR 30,000 coverage valid in Russia for the whole expected stay.

What will it cost and how fast is it processed?

Check the current e-visa charge at official MFA checkout; older mission notices are not a fixed-price guarantee and processing is no more than four calendar days, subject to corrections. A regular Cyprus Visa Centre application has a separate EUR 30 service fee; no applicable regular tourist consular amount was found on the official Cyprus pages reviewed, and its consideration range is 3–20 days.

Use the route that matches your trip

Use the official e-Visa portal for a qualifying short trip. Invitation support is relevant only if you need a regular visa instead.

Russian consulates in Cyprus

There is one Russian diplomatic mission in Cyprus that handles visas. Open its page for the full address, phone, email, opening hours, jurisdiction and the visa application center that serves it.

All Russian consulates in Cyprus

Applying directly at the consulate

As of today, document intake is generally handled directly by the Russian consulate that serves you. Here is how that works in practice.

How does direct document submission at the Russian consulate work?

Direct submission means you lodge your visa application with the Russian consulate itself rather than through an intermediary. Prepare the documents listed by that mission for your category, including the applicable category-specific supporting document, book an appointment where required, submit the file and fee, then collect the passport after a decision. The consulate that serves your district in Cyprus is the responsible office.

Do I have to apply in person, or can someone submit on my behalf?

Submission channels and personal-appearance requirements are set by each Russian mission and may differ by visa category. Do not assume that representative or postal filing is available; confirm the current rule for Cyprus on the responsible mission's official website before preparing or sending documents.

Do I need an appointment to submit documents directly?

Some consulates work strictly by appointment booked through their online system, others accept walk-ins during fixed reception hours. Because appointment slots can fill up well in advance, plan early and confirm the booking procedure on the consulate's official page.

Visa application centers in Cyprus

Authorised visa application centers (such as VFS Global and other operators) have historically accepted Russian visa applications on behalf of the consulate, for an additional service fee.
