Step 2 — where will you apply?

Where are you planning to apply for your Russian visa?

Pick the country and city whose Russian mission is responsible for your lawful residence. Temporary physical presence alone does not establish consular jurisdiction; confirm acceptance with the mission before you submit if you hold a passport issued by Canada.

How citizens of Canada enter Russia

Holders of an ordinary passport issued by Canada need a regular visa to enter Russia. Apply through the responsible Russian mission with a passport, application, photograph, applicable fee and the supporting document required for the selected visa category.

Regular visa (consulate / visa center)

Category-specific documents

Citizens of Canada apply for a standard Russian visa at a consulate or an authorised visa center. The supporting document depends on the visa category. For a tourist visa, tourist acceptance confirmation from an eligible issuer; a narrow accommodation-booking alternative applies only where the official rule allows it. Other categories use their own prescribed invitation or evidence.

Country-specific official guidance

Russian visa requirements for Canadian citizens

Recommended route: Regular tourist visa before travel. Regular tourist visa before travel. Not available to ordinary Canadian passport holders: Canada is absent from the current centralized MFA e-visa eligibility list. For eligible nationalities generally, the unified e-visa is single-entry, valid 120 days from issue, allows up to 30 days from entry, and covers private/business visits, tourism, and specified events/contacts; it requires no invitation, hotel confirmation, or other purpose document, but is restricted to listed crossing points. Canada is not on the centralized MFA e-visa eligibility list, so an ordinary Canadian passport holder should be routed to a regular visa rather than an e-visa. Canadian tourist applicants must print the regular visa application front-and-back on a single sheet.

Where to apply

  • Apply for a regular visa in person by prior appointment; the official Canada page says the application, passport, and money order are not accepted by mail and no official Russian visa/information centres operate in Canada.
  • Ottawa Consular Division: Ottawa/Capital Region (area codes 613 and 819), British Columbia, Nova Scotia, Nunavut, New Brunswick, Newfoundland and Labrador, Prince Edward Island, Yukon, and Northwest Territories; prior appointment only.
  • Toronto Consulate General: Ontario other than Ottawa/Capital Region, plus Alberta, Manitoba, and Saskatchewan.
  • Montreal Consulate General: Quebec.

Documents

  • Original completed regular visa application with one glued 35 × 45 mm photo; Canadians must print the form front-and-back on one sheet.
  • Original passport/travel document with at least two blank pages and validity at least six months after planned Russian departure.
  • One copy of passport information pages.
  • For an individual trip, the applicant’s letter explaining who is travelling, where, when, and for what purpose.
  • The category-specific standard confirmation for foreign tourists from the Russian hosting travel company: reference number, traveller details, trip dates, itinerary, paid services, authorized signature and official seal. Toronto describes the host as an authorized Russian travel agency registered with the MFA.
  • Mission-specific payment instrument: Ottawa says money order payable to “Embassy of Russia”; Toronto says Canada Post money order or bank draft only, payable to the Russian Consulate in Toronto.

Invitation

For the regular tourist category, obtain the official standard confirmation for foreign tourists from the Russian hosting travel company. It is the category-specific supporting document and must contain the host’s reference number, traveller data, trip dates, itinerary and paid services, and bear authorized signature and official seal. This is distinct from a unified e-visa, for which no invitation or confirmation is required—but Canada is not e-visa eligible.

Processing and fees

  • Regular tourist visa planning guidance: Ottawa says ensure a 5-business-day period between application and planned entry; Toronto says allow at least 5 working days between submission and entry. Neither is an issuance guarantee.
  • Regular visa fee schedules conflict on standard-service wording: Ottawa says 20 business days; Toronto says 4–20 business days. Use the actual filing post’s schedule; do not promise processing.
  • For eligible nationalities only (not Canadian ordinary passports), unified e-visa applications may be filed 86 to 4 days before expected entry and are processed in no more than 4 calendar days from submission; the submission day is not counted in the FAQ’s explanation.
  • Ottawa’s published schedule: single entry CAD 120 (20 business days) or CAD 240 (3 business days); double entry CAD 192 (20 business days) or CAD 384 (3 business days); multiple entry CAD 360 (20 business days) or CAD 720 (3 business days).
  • Toronto’s published Canadian-citizen schedule states the same amounts, but labels standard service 4–20 business days; three-day processing for any multi-entry visa must first be confirmed with the Consul.
  • No numeric current e-visa fee is reported: the centralized MFA portal states only that a fee is charged, it is non-refundable, and children under six are exempt.

Medical insurance

Regular Canadian tourist visa: the Toronto Consulate’s exact published wording is, “No medical insurance is officially required for Canadian citizens.” Do not add unstated coverage/insurer requirements. This does not make e-visa insurance irrelevant: the centralized e-visa rules require insurance valid in Russia for the whole stay unless exempt by reciprocity, but ordinary Canadian passport holders are not e-visa eligible.

What is specific to Canadian applicants

  • Canada is not on the centralized MFA e-visa eligibility list, so an ordinary Canadian passport holder should be routed to a regular visa rather than an e-visa.
  • Canadian tourist applicants must print the regular visa application front-and-back on a single sheet.
  • The Toronto Consulate specifically says medical insurance is not officially required for Canadian citizens applying for the regular tourist visa.
  • The Russian Embassy says no official Russian visa or information/consultation centres operate in Canada; regular applications, passports and money orders cannot be mailed and require personal appointment filing.
  • Canada has mission jurisdiction by residence: Ottawa covers specified eastern/western provinces and territories, Toronto covers most Ontario plus Alberta/Manitoba/Saskatchewan, and Montreal covers Quebec.

Check before payment

  • Ordinary passport holders from Canada are not currently e-visa eligible. Older regional e-visa notices do not create eligibility.
  • Ottawa’s general fee page says 20 business days for standard processing, while Toronto says 4–20 business days. No processing promise should be made.
  • The Canadian Embassy visa landing page permits application to any Russian foreign mission in Canada by appointment, but the overview requires applicants to use the local mission according to jurisdiction. Confirm a cross-jurisdiction filing exception with the intended post.

Questions from Canadian travellers

Can I get a Russian e-visa with an ordinary Canadian passport?

No; Canada is absent from the current centralized MFA eligible-country list. Use the regular tourist visa for tourism.

Do I need a tourist invitation for a regular Russian visa?

You need the standard confirmation for foreign tourists from the Russian hosting travel company, with the prescribed host/trip details, signature and seal; carry a copy at the border.

Where in Canada do I apply, and can I use a visa centre or mail my application?

File in person by appointment with the local-jurisdiction Russian mission; the Embassy says no official visa centres operate in Canada and applications/passports/money orders are not accepted by mail.

Do Canadian tourists need medical insurance for the regular tourist visa?

Toronto’s official page says, “No medical insurance is officially required for Canadian citizens.”

What passport and photo must I submit?

Original passport with two blank pages and six months’ validity after planned departure, information-page copy, and a 35 × 45 mm glued photo on the Canadian applicant’s front-and-back single-sheet application.

How much is a Canadian regular tourist visa and how much time should I allow?

A single-entry schedule publishes CAD 120 standard / CAD 240 three-business-day processing, but post-specific standard time wording differs; allow at least five working/business days before entry and do not treat it as a promise.

Use the route that matches your trip

A regular tourist visa needs the category-specific supporting document shown above.

Russian consulates in Canada

There are 3 Russian diplomatic missions in Canada that handle visas. Open any city for the full address, phone, email, opening hours, jurisdiction and the visa application center that serves it.

All Russian consulates in Canada

Applying directly at the consulate

As of today, document intake is generally handled directly by the Russian consulate that serves you. Here is how that works in practice.

How does direct document submission at the Russian consulate work?

Direct submission means you lodge your visa application with the Russian consulate itself rather than through an intermediary. Prepare the documents listed by that mission for your category, including the applicable category-specific supporting document, book an appointment where required, submit the file and fee, then collect the passport after a decision. The consulate that serves your district in Canada is the responsible office.

Do I have to apply in person, or can someone submit on my behalf?

Submission channels and personal-appearance requirements are set by each Russian mission and may differ by visa category. Do not assume that representative or postal filing is available; confirm the current rule for Canada on the responsible mission's official website before preparing or sending documents.

Do I need an appointment to submit documents directly?

Some consulates work strictly by appointment booked through their online system, others accept walk-ins during fixed reception hours. Because appointment slots can fill up well in advance, plan early and confirm the booking procedure on the consulate's official page.
