What Is a Russian Visa Invitation?
A Russian visa invitation — officially known as "visa support" — is a document issued by a licensed Russian organization that confirms you have an authorized reason to visit Russia. It's required by Russian consulates worldwide when you apply for a tourist or business visa.
The invitation consists of two parts:
- Tourist Confirmation (Подтверждение о приёме иностранного туриста) — confirms that a Russian tour operator will receive you
- Tourist Voucher (Туристический ваучер) — outlines your travel itinerary and accommodation
Who Issues Visa Invitations?
Tourist visa invitations can only be issued by licensed Russian tour operators registered with the Federal Agency of Tourism (Ростуризм). The tour operator must have a valid license and be listed in the Unified Federal Register of Tour Operators.
Business visa invitations are issued by registered Russian companies through the Ministry of Internal Affairs (МВД). The process is more complex and takes longer than tourist invitations.

Tourist visa invitations typically cost between $18 and $39 depending on processing speed:

For citizens of restricted countries (India, China, Philippines, etc.), prices start from $70 due to additional verification requirements.
Do I Really Need One?
Yes — if you're applying for a tourist visa or business visa, the invitation is mandatory. Without it, the Russian consulate will not accept your visa application.
The only exception is the e-visa, which does not require an invitation. However, the e-visa is limited to 16 days and is not available to citizens of all countries.
Can I Include Any Hotel?
Yes. The invitation needs to list accommodation for the duration of your stay, but you are not obligated to actually stay at those hotels. Once you have your visa, you can freely change your itinerary, book different hotels, or stay with friends. The invitation is only needed for the visa application process.
